BO "Okhmatdit Charitable Foundation" chose "Bud-Technology" LLC as the winner of the tender for the repair of the hospital building, which was damaged by rocket fire in July. About this informed NDST "Okhmatdit" on its Facebook.
Out of 14 participants in the competition, it was the third most expensive offer, amounting to UAH 307 million (without VAT).
A dozen other participants offered to perform the work much cheaper - from 42 to 286 million UAH. However, the customer did not negotiate with any of them, without explaining his decision in any way.
Analysis "Our money» showed that of the ten cheapest bids, at least seven contained fully completed commercial bids with prices for various types of work.
"Okhmatdyt" emphasized that "the conducted competitive selection is not a tender within the meaning of the Law of Ukraine "On Public Procurement", but is a private competition organized for the purpose of open and honest use of funds donated by citizens."
However, "Okhmatdit" did not provide any explanation for ignoring cheaper offers.
According to "Our Money" from the participants of the competition, the companies "DAK" (310 million UAH) from the "Altis" group of Oleksandr Glimbovsky, "Bud-Technology" (307 million UAH) from the Sensar group of the Zaporizhia developer Mark Marchenko and " Mega profit groups" (UAH 220 million) Oleksiy Lomakina (manager of "KMZ Industries") and Yulia Kuzmenko.
The customer's working group held online meetings with these firms. "Mega Profit Group" was rejected due to unknown suspicions about its tax documents. "DAK" was rejected because of Glimbovsky's scandalous reputation.
The customer entrusted the firm "Stolichna Pravova Fundatsia" to conduct a "legal analysis of the winner regarding the integrity" and ultimately chose "Bud-technologies" as the contractor.
"The largest items of the winner's expenses fell on the repair of facade composite panels "Reynaers" (large, dark-colored in the photo of the case) and decoration of internal walls with HP panels. Each of these positions in "Bud-Technology" is worth more than 100 million hryvnias. At the same time, the price of these works is twice as high as compared to the cheaper participants of the competition.", - the publication wrote.
A square meter of facade composite panels "Reynaers" from "Bud-technology" will cost 37,56 hryvnias, "Riola-module ltd" offered to install them at 21,72 hryvnias per "square", and "Mega Profit Group" - at 17,53 UAH
Also, the company "Riola-module", which carried out the construction of this building, in its tender offer (179 million UAH) reported that after the missile strike, it had already managed to repair the so-called "clean rooms" (operational rooms, etc.) free of charge. The wall and ceiling structures have already been partially replaced, the linoleum is damaged. This indicated that the amount of repairs with the money of benefactors may already be overstated.
What is known about the selected contractor "Bud-Technology"
"Bud-Technology" LLC is registered in Zaporizhzhia. She did not participate in state tenders. As experience in the performance of similar works, the company downloaded a contract with "Kram-invest" LLC for construction work on a clinic in Zaporizhzhia on the street. 27, St. Mykolaya. From the public announcement about the construction of the Zaporizhia clinic "UniClinic" it is known that it was implemented by the Zaporizhia developer company "Sensar" of Mark Marchenko.
Today, the owner and manager of "Bud-Technology" is Vasyl Kobyz, who is registered in the village of Bratske, Zaporizhzhia region. According to NGL.media, its manager was previously Olga Shalenna. She is the mother of Yevhen Shalennoy, Mark Marchenko's long-time partner. "Zaporizik Investigation Center" calls Yevhen Shalennoy "Marchenko's manager."
Since 2015, Mark Marchenko and Yevhen Shalenny have been developing the local branch of the Samopomich party in Zaporizhzhia, which was headed by the mayor of Lviv, Andriy Sadovy. At the same time, Marchenko's business partner was the brother of the deputy mayor of Zaporizhzhia. In 2017, Marchenko was detained for fictitious acts of completed construction works in Zaporizhzhia and Melitopol in the amount of UAH 87 million. "Samopomich" publicly defended the businessman, calling that case by "pressure on political power". In 2022, it turned out that "Bud-Technology" and "Sensar" have land in a green suburb of Lviv, allegedly for the construction of a rehabilitation center for ATO soldiers. However, it turned out that 99% of the building area was to be occupied by a shopping and entertainment center.
In the last local elections before the invasion, Shalennyi, together with the director of Sensar Development, Olena Bartul, already ran for the "Servant of the People" party.
