The government has amended the Procedure for Payment of Cash Compensation for Renting Residential Premises to Veterans Who Returned from Captivity or Are Forced to Live Temporarily in Other Regions. They Will Now Be Able to Receive Rental Compensation Under a Much Simplified Procedure.
The Government has made relevant changes to the Procedure for Payment of Monetary Compensation to Persons Who Defended the Independence, Sovereignty, and Territorial Integrity of Ukraine for Their Lease of Residential Premises (Cabinet Resolution No. 252).
Now applications with the necessary documents can be submitted to the structural unit for veterans' policy or through the ASC at the address of the rented residential premises.
An algorithm has been defined for transferring documents from the ASC to the relevant local bodies on veteran policy issues and providing feedback on the results of the review.
Former police officers and rescuers who have been dismissed from service but have not yet received the official status of UBD or OIVV should attach copies of their military registration document and an extract from the order on dismissal from police service/exclusion from the SES personnel to their application.
Who can receive compensation?
Defenders who defended the independence, sovereignty, and territorial integrity of Ukraine and:
- lost or have damaged housing as a result of hostilities
- have housing in temporarily occupied territories or in areas where hostilities are ongoing
- are undergoing rehabilitation far from their declared place of residence (more than 15 km).
How much will be compensated?
The amount of payments depends on the location of the rented accommodation.
- Kyiv, Dnipro, Lviv, Odesa – 2 subsistence minimums – now it is 6 UAH
- regional centers – 1,5 subsistence minimum – 4 UAH
- other settlements – 1 subsistence minimum – 3 UAH
If a person rents housing for less than a month, compensation will be paid in proportion to the number of days of residence.
Documents, which must be submitted (copies):
- identity document;
- taxpayer card;
- information certificate from the State Register of Real Property Rights;
- inspection report of an object damaged as a result of hostilities caused by the aggression of the Russian Federation;
- military registration document;
- a certificate confirming the status of a participant in hostilities or a person with a disability as a result of war;
- certificate of absence (presence) of criminal record and other restrictions related to crimes against Ukraine;
- a housing rental (lease) agreement concluded in accordance with the requirements of the Civil Code of Ukraine.
