In Ukraine, the rules for admission to the master's program are changing

The Ministry of Education and Science presented a draft of the procedure for admission to higher educational institutions for 2025, which includes innovations in the rules of admission to the master's degree. About this reported the Osvita.ua.

This document is intended to serve as a basis for the admission campaign for future master's students and includes a number of innovations and changes that applicants should take into account.

As indicated in the draft order, applicants for obtaining a master's degree are accepted on the basis of a bachelor's or master's degree.

In the specialty of medical, pharmaceutical and veterinary fields, admission is carried out on the basis of a complete general secondary education or a professional junior bachelor's degree or a junior bachelor's degree in the relevant specialty.

It is planned that a person can enter a master's degree on the basis of a bachelor's or master's degree, even obtained in another specialty, provided he successfully passes the entrance exams.

Applicants can enter a master's program based on a master's degree obtained at the expense of the budget, exclusively on a contract basis.

Admission to the master's program in 2025 is planned to be conducted based on the results of the unified entrance exam (EVI) and the unified professional entrance test (EVVV) of 2023, 2024 or 2025 and review of motivation letters.

The single entrance exam will consist of two parts: a foreign language test and a test of general academic competence.

The only professional entrance test will involve taking a subject test in accordance with the current programs.

In order to get the right to participate in the competitive selection, the EVI participant must overcome the "threshold score", i.e. score 5 test points. This norm will apply to both the foreign language test and the general academic competence test.

The "threshold" of the single professional entrance test will be 35 test points.

Some categories of entrants will be able to enter the master's program based on the results of an interview instead of the EVI and a professional exam instead of the EFVV.

Registration of electronic offices

To submit applications in electronic form, the entrant must register a personal electronic account.

Registration of electronic offices and uploading of documents is scheduled to begin on July 1.

The document on previous education must be included in the registration of the first application of the entrant on the appropriate basis of admission.

Counseling centers will operate in higher education institutions to assist applicants in working with electronic offices. At the same time, any entrant will be able to turn to the counseling center of any institution of higher education for help.

It is planned that the electronic offices of entrants will work until October 20.

Application submission

The entrant will fill out the application for admission online.

In the application, it will be necessary to indicate the level of higher education, the basis of admission, a competitive proposal indicating the educational program (specialty, subject specialty, specialization, several educational programs within the specialty), the form of obtaining higher education and information about yourself.

For applications for the budget, the applicant must determine the priority.

According to this year's Admission Procedure, entrants can submit a maximum of fifteen applications in total, of which a maximum of five applications are for budget places.

Competitive selection

The competitive selection is planned to be carried out based on the results of the EVI and EFVV, or a professional exam and interview, as well as consideration of motivational letters.

For admission to the specialties of the fields of knowledge "Education", "Culture, art and humanitarian sciences", "Social sciences, journalism and information", "Business, administration and law", "Information technologies" and to the specialty "Architecture and urban planning", " Hotel and restaurant business and catering", "Tourism and recreation" will need to provide results:

  • EVI of 2023 or 2024 or 2025 and the unified state qualification exam (UEKI) in the specialty 125 "Cybersecurity and information protection" of 2024 or 2025 (only for entrants to the specialty F5 "Cybersecurity and information protection" who passed the relevant UEKI of 2024 or 2025 );
  • EVI of 2023 or 2024 or 2025 and EFVV of 2025 (except for entrants to the specialty F5 "Cyber ​​Security and Information Protection" who completed the corresponding EDKI of 2024 or 2025).

For admission to the specialties "Energy production (nuclear energy)", "Marine and inland water transport", "Aviation transport", "Rail transport" and "Automobile transport", it is necessary to provide the results of the EVI of 2023 or 2024 or 2025 and the unified state qualification exam ( EDKI) from the relevant specialties of 2025 (only for entrants to the relevant specialties specified in the previous paragraph and specializations that made up the corresponding EDKI of 2025) or professional exam (for other entrants).

For admission to other specialties, the results of the 2023, 2024 or 2025 EVI and the professional exam will be used.

Special admission conditions

As stipulated in the draft Admission Procedure, special conditions are participation in the competitive selection based on the results of a foreign language interview instead of the EVI or a professional exam instead of the EFVV.

Special conditions for admission to study for a master's degree on the budget are the transfer to vacant positions of the state or regional order of persons who are enrolled in a contract and have the right to such a transfer.

In particular, the following will be able to apply based on the results of the foreign language interview instead of the EVI and/or professional exam instead of the EFFV:

  • persons recognized as injured participants of the Revolution of Dignity, participants in hostilities;
  • persons who, according to the decision of the regulatory commission at the regional center for the assessment of the quality of education, were denied registration for participation in the EVI, EFVV due to the impossibility of creating special conditions;
  • persons with disabilities or children with disabilities who in 2025 did not take part in the main and additional sessions of the EVI, EFVV due to the presence of a disease or pathological condition specified in the List of diseases and pathological conditions that may be an obstacle to passing the external examination;
  • military personnel, policemen, rescuers, members of the rank and file of the State Criminal Enforcement Service when entering a contract at higher military educational institutions, higher education institutions with specific learning conditions, and military educational units of higher education institutions.

Special terms of entry in the form of mandatory transfer to vacant budget places of persons who are enrolled for studies based on other sources of funding for an open or fixed competitive offer will be able to use:

  • children of dead (deceased) persons, defined in the first part of Article 101 of the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection", persons from among them;
  • children of dead (deceased) persons, in respect of whom the fact of deprivation of personal freedom has been established as a result of armed aggression against Ukraine;
  • persons, one of whose parents died or died as a result of wounds, mutilation, contusion or other health damage received during participation in the Revolution of Dignity;
  • persons, one of whose parents is a participant in hostilities on the territory of other states, who was killed (missing) or died as a result of injury, contusion or mutilation received during hostilities and conflicts on the territory of other states, as well as as a result of a disease related to with a stay on the territory of other states during these actions and conflicts;
  • persons in whom one of the parents (adoptive parents) was a military serviceman who died or was recognized by the court as a missing person while performing his military service duties;
  • persons in whom one of the parents (adoptive parents) was a police officer who died or was recognized by the court as an unaccountably missing person during the performance of his official duties, within three years after obtaining the appropriate general secondary education (for admission on the basis of PZSO or NRK5).

Calculation of the competitive score

It is planned to use the following formula for competitive selection for the master's degree:

Competition score (KB) = 0,2 × P1 + 0,2 × P2 + 0,6 × P3,de:

  • P1 – evaluation of the test of general educational competence of the EVI;
  • P2 – evaluation of the EVI foreign language test;
  • P3 – evaluation of the ЭФВВ (ЭДКИ) or evaluation of a professional exam in the cases provided for by the Procedure.

The EDKI score on the 200-400 scale is converted into the P3 score on the 100-200 scale by:

  • multiplying the EDKI score by 0,5 for specialty 125 "Cyber ​​security and information protection";
  • multiplying the EDKI score by 0,625 and reducing the result by 25 points for EDKI specialties "Atomic Energy", "Maritime and Inland Water Transport", "Aviation Transport", "Railway Transport", "Automobile Transport", "Transport Technologies".

In other cases, the competitive score will be calculated as the sum of points for entrance tests and other indicators of competitive selection.

Terms of admission

The terms of registration of applications for participation in the EVI and EFVV and the conduct of these tests will be determined by the Ukrainian Center for the Evaluation of the Quality of Education.

The registration of applications for participation in the interview instead of the EVI, the professional exam, the professional exam instead of the EFVV is planned to begin on July 01 and end on the day before the last day of the completion of the relevant entrance tests.

Interviews instead of the EVI, professional exams, professional exams instead of the EFVV are scheduled for July 17-28.

Registration of entrants' applications for participation in the competitive selection will take place from August 1 to August 22.

The professional exam for persons participating in the competitive selection exclusively for the contract will be held from August 1 to 16.

Formation of rating lists of entrants, provision of recommendations for enrollment and publication of the list of recommended for the budget should be completed on August 24.

Entrants who have received budget recommendations must meet enrollment requirements by August 26.

Enrollment for the budget will be carried out on August 27, for the contract - no later than September 30.

The transfer to vacant budget places of persons who are enrolled for training under the contract will take place no later than August 31.

Provision of recommendations for enrollment and publication of the list of recommended for entrants who enter the contract for open and fixed competitive offers will be carried out no earlier than August 28.

Additional introduction

Institutions of higher education in their Admission Rules will be able to provide for additional deadlines for registration of applications for participation in an interview instead of an EVI, a professional exam, a professional exam instead of an EFVV in the case of regular sessions of registration of applications for contract applicants.

At the same time, the completion of registration of applications for participation in the interview instead of the EVI, the professional exam, the professional exam instead of the EFVV takes place no later than 18:00 on the day preceding the last day of completion of the relevant entrance tests.
