A free trade agreement has come into effect in Ukraine and Turkey

Today, October 1, the Free Trade Agreement between Ukraine and Turkey came into force. Ukrainian exporters can already use the tariff preferences provided for by it. This was reported by press service State Customs Service of Ukraine.

The free trade regime applies to goods belonging to chapters 01–97 of the Harmonized Commodity Description and Coding System and having Ukrainian or Turkish origin.

For them, tariff schedules provide for complete exemption from customs duties or the application of reduced rates depending on the category of goods.

At the same time, the timing of the introduction of preferences for the two trade directions is different.

For the export of Ukrainian goods to Turkey, the preferential regime has been in effect since October 1, 2026. For goods of Turkish origin imported into Ukraine, it will begin to apply from January 1, 2027.

To apply the preferential treatment, the company must confirm the origin of the goods.

Such confirmation may be a EUR.1 movement certificate or a declaration of origin.

The declaration can be made by an authorized exporter in accordance with the rules of the Pan-Euro-Mediterranean Convention. It can also be made by an exporter for a consignment of goods with a total value of up to 6000 euros.

Tariff preferences, which provide for the abolition of export duties or the use of a tariff quota, will apply to Ukrainian exports to Turkey from October 1.

For imports of Turkish goods, a similar mechanism — the abolition or reduction of customs duties and tariff quotas — will come into effect from January 1, 2027.
