A new modern register of professions will be created in Ukraine, which will correspond to current labor market trends. The draft law № 9630, adopted by the Verkhovna Rada, aims to eliminate bureaucracy and improve approaches to professional qualifications.
According to the new legislation, employers will be able to submit vacancies to the State Employment Service, but this will not be mandatory. As one of the initiators of the bill, People's Deputy Pavlo Frolov, noted, the law provides for the creation of a single register of qualifications, which will become an accessible and understandable database of professions.
"It is envisaged that this register will be created and maintained by the national qualifications agency in accordance with the procedure established by the government. Thanks to this bill, over-bureaucratization and bureaucratized outdated, morally obsolete approaches to professional qualifications will be eliminated. And it is envisaged, in particular, the abolition of the obligation of employers to provide vacancies to the state employment service, however, their right to submit information about available vacancies to the employment center will remain," – said Pavel Frolov.
