NABU and SAPO, as part of the "Clean City" operation against corruption in the Kyiv City Council, conducted a number of searches at persons associated with the organizer of the criminal scheme. message law enforcement agencies, as part of their investigative actions, discovered over 6,4 million USD, 630 thousand euros, and 800 thousand UAH in bank deposit boxes.
At the beginning of February it was exposed 10 members of a criminal organization involved in the illegal seizure of valuable land in the capital. Law enforcement officers have stopped the activities of a criminal organization led by a media-famous former deputy of the Kyiv City Council. One of the key areas of activity is the seizure of land for development and taking full control of the procedure for local authorities to adopt decisions on granting land rights.
Among the suspects:
- former deputy of the KMR, head of a criminal organization;
- Deputy Head of the Kyiv City State Administration (hereinafter referred to as the Kyiv City State Administration);
- Chairman and member of the Standing Committee of the Kyiv City Council on Architecture, Urban Planning and Land Relations, current deputies of the Kyiv City Council;
- First Deputy and Deputy Director of Municipal Enterprises;
- four other people.
According to the investigation, the members of the criminal organization found promising land plots and registered ownership rights for structures that never existed on these plots in the hands of controlled individuals. Later, they submitted applications to the City Council for granting them ownership rights to land plots for servicing these structures, which allowed them to avoid bidding.
Deputies of the Kyiv City Council and officials of the Kyiv City State Administration, some of whom were members of the criminal organization and some of whom were under its influence, ensured the adoption of decisions on the granting of relevant rights to land, for which they received illegal benefits in the form of funds and real estate. At the same time, the adoption of such decisions was under the full control of the participants in the criminal organization: the "necessary" persons received rights to land, while the rest faced artificial obstacles and had to turn to the participants in the criminal organization for help.
The head of the criminal organization had a significant influence on processes within the Kyiv City Council and Kyiv State Administration, such as the actions of officials, the appointment of loyal individuals to high positions, the dismissal of controlled employees, the allocation of budget funds in the interests of the criminal organization, etc. He also maintained ties with a wide range of influential people, including deputy heads of the Kyiv City Council, deputies, the head of the Kyiv City Council Land Commission, and others. The decision-making center, in particular in the land sector, moved from Khreshchatyk, 36 to another building, where issues were "resolved" with the participation of top city officials and other influential people.
To conceal their activities, the members of the criminal organization used special mobile terminals, pseudonyms, counter-surveillance, and other actions aimed at avoiding responsibility, but this did not stop the detectives.
As a result of the activities of a criminal organization during 2023-2024, land in the city center worth UAH 11,6 million was illegally withdrawn from the property of the territorial community of Kyiv, resulting in losses of this amount.
At the same time, thanks to timely actions by law enforcement agencies, it was possible to prevent the seizure of six more land plots in the capital with a total value of UAH 83,7 million.
In addition, an attempt was exposed, through threats and artificial obstacles, to force a private enterprise to cease its legal trade activities and lease of commercial premises in one of the districts of the capital in order to seize the land plot of this enterprise for further development.
An offer of an illegal benefit in the amount of $100 was also recorded to a member of the land commission and a deputy of the Kyiv City Council for abusing her powers and influence in the interests of a criminal organization.
The investigation is ongoing. Other episodes of criminal activity are being identified.
