The UK Ministry of Justice is considering introducing chemical castration for convicted sex offenders in a bid to reduce the risk of recidivism and relieve overcrowded prisons, reported the CNN.
According to Justice Minister Shabana Mahmud, the procedure is planned to be piloted in 20 correctional facilities in two regions of the country. The idea of making chemical castration mandatory for certain categories of offenders is also being considered.
"Of course, it is vital that this approach is used in conjunction with psychological procedures that target other causes of offending, such as the desire for power and control," — the minister emphasized.
An independent review of sentencing presented to parliament has found that chemical castration may be inappropriate for rapists motivated by a desire to dominate their victims, but research has shown that it can reduce reoffending rates by up to 60% in cases where sexual desire is a key factor in the crime.
Similar programs already operate in Germany and Denmark on a voluntary basis, and in Poland - mandatory for certain categories of convicts.
In addition to chemical castration, the government is considering other measures to reduce the prison population:
- cancellation of sentences of up to 12 months (except for domestic violence crimes);
- deportation of foreigners sentenced to terms of less than three years in prison;
- attracting additional resources for the probation service.
The government hopes that a comprehensive approach — a combination of medical, psychological, and administrative measures — will help reduce the burden on the penitentiary system and increase the safety of citizens.
