Ukraine may join the Government Satellite Communications (GOVSATCOM) component of the EU Space Programme and the EU Secure Communications Programme. The European Commission has made a corresponding proposal. This is stated on the website European Commission.
According to European Commission spokesman Thomas Rainier, the initiative was launched to ensure that Ukraine becomes a full participant in the European Union's space projects. He stressed that the defense and space sectors are closely linked, so Kyiv's joining GOVSATCOM is of strategic importance.
"We seek to fully involve Ukraine in the government satellite communications program. This is important for secure space connectivity, which will strengthen the competitiveness of Ukraine, its state structures and citizens," — said Rainier.
The European Commission's statement says that Ukraine already participates in European defense programs, and now it can take a step in the space direction.
The next stage of the initiative is its discussion among EU member states. The decision on Ukraine's accession will be adopted by the Council of the European Union, after which the parties will sign an international agreement in accordance with Article 218 of the Treaty on the Functioning of the European Union (TFEU).
GOVSATCOM envisages the creation of a government satellite communication system to ensure secure data transmission under all conditions. This is achieved by using the resources of European countries and private operators.
Ukraine has already taken the first step towards space integration in April 2025. Then Kyiv signed an agreement to participate in the Copernicus, Space Weather Events and Near-Earth Objects components of the overall EU Space Program.
