Minister of Digital Transformation Mykhailo Fedorov stated that the ministry is ready for the population census using various modern digital means for verification and formation of registers. He said this during a speech at Kyiv International Economic Forum.
"We have been working on the transformation of the State Statistics Service for a year. In fact, our task is to turn it into an IT company that collects objective information in real time for making high-quality management decisions," Fedorov said.
He said that an IT system has already been implemented in Ukraine, which allows collecting information in alternative ways. With its help, four studies were conducted in August, according to which "it was possible to reduce the statistics by almost 20% by the number of people."
The head of the Ministry of Digitization noted that in 2023, together with Apple, it was planned to conduct a population census based on innovative technologies. This was prevented by a full-scale war.
"We planned to make it together with Apple. And there should have been innovations there, too," he noted.
The official reminded that the Verkhovna Rada recently passed a law that allowed the "zero stage" of the census to be conducted.
"In essence, this is such a digital first step, when we verify information in the registers. Register census. And we already understand the number of people, a certain structure, etc. in different sections," he said.
Fedorov added that today "we have a clear understanding" of how to conduct a modern population census.
"So that fewer people went around apartments, and as much as possible, everything was collected online, or a person could add all the information through "Diya" in a few clicks," the minister claims.
This is how we managed to deal with the distribution of such data, personalization, and how to do it correctly "according to all the canons of Eurostat and, in general, world statistics."
The Ministry of Digital is introducing a certain digital identifier that starts to verify the data, and thus the government authorities stop collecting duplicate information, he explained.
