The Ministry of Foreign Affairs of Ukraine explained cases when in some EU countries, when applying for temporary protection, Ukrainian citizens, in particular women, were asked to provide information from the "Reserve+" application. The press service of the Ministry of Foreign Affairs reported this in a comment to the publication "RBK-Ukraine".
The department links such cases to the introduction by the European Union of new rules for obtaining temporary protection in accordance with EU Council Decision 2026/1912 of July 30, 2026.
However, the EU has not yet provided member states with centralized guidance on the practical application of the new rules, leaving individual national authorities to follow their own guidelines.
The ministry emphasized that the known cases are not mass in nature. They mainly concern applicants who were unable to confirm the legality of their departure from Ukraine, for example, they did not have the appropriate State Border Guard Service stamp in their passports to indicate that they had crossed the border.
"If there is confirmation of the legality of departure, there should be no need to provide information from "Reserve+", — the Ministry of Foreign Affairs noted.
At the same time, due to the lack of a unified approach in individual countries, such requirements may currently occur. The Ministry of Foreign Affairs emphasized that the situation is temporary - until the European Union provides unified clarifications to member states.
The Ukrainian side expects the EU to standardize the practice of applying the new rules as soon as possible, taking into account Ukraine's requests.
