Initially, US Secretary of State Marco Rubio refused to participate, followed by the foreign ministers of Britain, France, and Germany.
As the publication notes, the event will now be held in the format of technical negotiations between officials.
Ukraine's Foreign Minister Andriy Sybiga is attending the meeting. He will hold a separate meeting with British Foreign Secretary David Lemmy.
According to preliminary plans, the meeting was supposed to be an important step towards a diplomatic settlement of the war in Ukraine. However, as Western media outlets note, after the cancellation of Rubio's visit and the withdrawal from the format of ministers of other countries, "further steps towards a ceasefire seem much less likely."
Rubio explained his decision by appointing a special envoy instead of attending in person, but added that his team "looks forward to productive technical discussions with Ukrainian and British colleagues" and promised to postpone his visit to the coming months.
