Territorial recruitment and social support centers do not have the authority to search for "evaders" of mobilization. This task falls to local authorities and the police. This was announced by the First Deputy Minister of Defense, Lieutenant General Ivan Havrylyuk in interview Ukrinform.
Havrylyuk explained that the CCC performs specific tasks, including keeping records of mobilized people, as well as selecting and replenishing the Defense Forces. However, CCC units do not have the functions of searching for draft evaders who do not show up for mobilization. This task is assigned to local authorities and the police.
"A significant number of Ukrainians are convinced that the Central Military District is solely responsible for mobilization. This is not so. The Law of Ukraine "On Mobilization Preparation and Mobilization" clearly defines all participants in the process, their tasks and areas of responsibility. Most of the tasks for mobilization measures are assigned to the authorities and the police. For example, if Ukrainian citizens liable for military service do not appear at the Central Military District during the legal regime of martial law, then local authorities and the police must ensure their delivery. They are endowed with sufficient powers for this." – said Havrylyuk.
Havrylyuk noted that even with modern technologies and weapons, humans will always remain the main element in conducting combat operations. He also noted that negative information directed against CCC employees is unacceptable.
"You understand that without mobilization we will lose the country. No matter how many robotic complexes, means of destruction, weapons and military equipment we have, all this is controlled by a person," – added the First Deputy Minister.
