The Biden administration is working to further tighten restrictions on exports of semiconductor equipment to China, tightening regulations aimed at preventing the country from developing an advanced chip industry.

The administration briefed US companies on the plan, telling them it expected to announce new restrictions as early as next month. The rules could even double the number of machines that require special export licenses, creating new hurdles for equipment makers such as Applied Materials Inc. , said the people, who asked not to be named because the discussions are private.

According to reports, the Biden administration plans to coordinate with the Netherlands and Japan, two other key chip-making countries.

The Dutch government said this week it plans to introduce new restrictions on semiconductor technology exports to China to protect national security.

Chinese Foreign Ministry spokesman Mao Ning said Thursday that China strongly opposes the restrictions as a means of interfering and restricting normal economic and trade exchanges between Chinese and Dutch companies.

Late last year, the United States introduced a series of export restrictions against China, including a ban on the supply of certain semiconductor chips that are manufactured anywhere in the world on American equipment.

There are three main manufacturers of chip equipment in the US: Applied Materials, KLA Corp. and Lam Research Corp. Together with the Japanese Tokyo Electron Ltd. and the Netherlands' ASML Holding NV they dominate the industry. Without access to their best products, it is impossible to build factories capable of producing state-of-the-art chips.
