NABU and SAPO have referred to court a case regarding the embezzlement of UAH 15,2 million during the purchase of food products for humanitarian needs by the Kharkiv Regional Military Administration, official sites of both clubs report in the department.
The investigation established that in March 2022, the head of the Kharkiv OVA and the director of the private company concluded a tripartite agreement between the Kharkiv OVA, JSC "Ukrzaliznytsia" and the aforementioned LLC for the supply of food products. The specified products were purchased under a state program for free distribution to the population in front-line regions and in the deoccupied territories.
Later, an official of the Kharkiv OVA, in collusion with officials of the LLC, forged documents about the alleged receipt of 235 tons of products from the supplier, which became the basis for the transfer of more than 15 million UAH to his account by Ukrzaliznytsia. However, the paid products were never delivered.
"In December 2022, the participants in the scheme learned about the existence of criminal proceedings in the National Bureau regarding their activities. In order to avoid exposing the crime, an official of the Kharkiv OVA decided to disguise the failure to deliver the products to the population by the fact of their responsible storage. In the end, the OVA products were delivered and the damage was actually compensated," — reported in NABU.
Among the accused:
- Head of the Kharkiv OVA apparatus;
- Director of the LLC and her deputy;
- Director of the regional office of LLC.
The actions of the accused were qualified under Part 5 of Article 191, Part 4 of Article 358 and Part 1 of Article 366 of the Criminal Code of Ukraine.
