About six thousand men of draft age leave Ukraine per day along the entire section of the western border. Of them, 150-200 men are volunteers under the "Shlyah" system. According to him, truck drivers, accompanying persons with disabilities, as well as persons with disabilities themselves, and men with many children who raise three or more children leave the most.
"The legislation does not detail the control system and the possibility of monitoring a person who accompanies a person with a disability. That is, one person with a disability can be accompanied at different times by different people on the basis of an act of establishing the fact of care, which is issued to anyone; it is not secure, it can be faked. Also, several people can leave with one person with a disability, but it is impossible to check whether the previous ones have returned. This system needs improvement. The Ministry of Social Policy should settle this issue," - noted Ihor Matviychuk.
In addition, as Matviychuk emphasized, a large percentage of men who go abroad have certificates of unfitness for military service.
