University rectors will be elected by supervisory boards — Ministry of Education

The Ministry of Education and Science of Ukraine is developing a new procedure according to which the election of university rectors will take place through competitive selection with the participation of supervisory boards. About this informed Deputy Minister of Education and Science Mykhailo Vynnytskyi.

"Yesterday, an important meeting was held to summarize the interim results of the experiment on the implementation of authorized supervisory boards. The next stage is the competitive selection of rectors by supervisory boards... As a result of this experiment, we must develop new forms of management and governance," — Mykhailo Vynnytskyi reported.

Deputy Prime Minister for Innovation, Education, Science and Technology - Minister of Digital Transformation Mykhailo Fedorov informed about the first developments of the supervisory boards at three universities: Kyiv Aviation Institute, Zaporizhia National University, and V. Stefanyk Precarpathian University. They have already conducted an audit, made changes to the statutes, and are working on development strategies.

"Now it is necessary to make changes to the resolution to debureaucratize the process of electing rectors. Changes are also needed to other resolutions and laws to give universities even more autonomy and create all the conditions for more dynamic development. We will continue to work on this together." — said Fedorov. 

According to him, after the reboot, the main tasks of the supervisory boards are to form a vision for the university's development, elect the rector and approve the composition of the administration, and determine clear and public KPIs.

It is noted that the supervisory boards are composed of independent professionals in economics, business, and finance. They determine the strategic direction of the university's development — a widespread and effective Western approach to management.

Fedorov announced that the renewal of supervisory boards at three more universities will soon be launched.
