At a meeting on Wednesday, October 8, the Verkhovna Rada adopted Resolution 14031 on the continuity of the functioning of representative bodies of local self-government. This was reported by The Verkhovna Rada.
"We are talking about village, settlement, city, district councils in cities, district, regional councils, as well as village, settlement and city mayors," — the message said.
The document proposes, in particular:
- to recognize that organizing the preparation and holding of local elections in compliance with national legislation and European standards of democratic elections is impossible in the conditions of the Russian Federation's military aggression against Ukraine;
- to emphasize that Russia bears responsibility for the inability to organize the preparation and holding of local elections in a timely manner;
- to state that the stable functioning of local government bodies and their exercise of powers are mandatory conditions for observing the principle of continuity of power, ensuring law and order, national security, state defense, and the vital activities of territorial communities;
The resolution confirms that village, settlement, city, district and regional councils, as well as village, settlement and city mayors, continue to exercise their powers, except for those whose powers have been terminated early. They remain in office until the election of a new composition of the respective council and mayor in the next local elections.
The resolution also states that after the end of the armed aggression of the Russian Federation and the lifting of martial law, local elections will be held in accordance with the Constitution, the Electoral Code, and the laws of Ukraine.
In addition, the international community is called upon to support Ukraine to ensure the continuous functioning of local government bodies during the war.
