On Tuesday, February 21, 2023, the President of the Russian Federation, Vladimir Putin, delivered a message to the Federal Assembly. The head of the aggressor state spoke about the war against Ukraine and the West.
Putin began his speech five minutes late and immediately moved on to justifying a full-scale invasion of Ukraine. There was also a mention of the "genocide in Donbas" and the preparation "for a punitive bloody action in Donbas."
"The USA and NATO rapidly deployed their army bases and secret biolaboratories near the borders of our country, mastered the theater of future military operations during maneuvers, prepared the Kyiv regime under their control, Ukraine, enslaved by them, for a major war. And today they admit it," Russian media quoted Putin as saying.
He stated that Russia was allegedly "doing everything possible to solve the problem peacefully, but another scenario was being prepared behind its back."
"They started the war. And we use force to stop it," the Russian dictator believes.
1 hour and 45 minutes into his speech, he announced that Russia was ending its participation in the Strategic Offensive Arms Treaty.
