Russian President Vladimir Putin announced the annexation of the occupied territories of Ukraine. He signed an agreement on the so-called "accession of new territories to Russia", on Donetsk, Luhansk, Zaporizhzhia and Kherson regions, and offered negotiations to Kyiv.
The statements were made during a speech before the Federal Assembly.
"Dear citizens of Russia, citizens of the Donetsk and Luhansk "people's republics", residents of the Zaporizhia and Kherson regions... "Today we are signing agreements on the admission of the Donetsk People's Republic, Luhansk People's Republic, Zaporizhia Oblast, and Kherson Oblast into Russia," he said.
Addressing Kyiv and the West, Putin confidently added that residents of these territories of Ukraine "become Russian citizens forever."
Continuing, he called on Ukraine to stop defending its territories and start negotiations.
"We call on the Kyiv regime to immediately cease fire and the war that it unleashed back in 2014, and return to the negotiating table. We are ready for it. But we will not discuss the results of the "referendums", he said.
