The Parliament's Budget Committee recommended that the Verkhovna Rada adopt the draft law as a whole. 13439-3 on amendments to the State Budget of Ukraine for 2025. This bill may be adopted as a law as early as this week.
Among other things, this bill proposes to increase the subsistence minimum for calculating the salaries of prosecutors.
Thus, amendments to Article 7 of the Law on the State Budget propose to establish that the subsistence minimum per person per month for able-bodied persons, which is used to determine the official salary of a prosecutor of the district prosecutor's office, is:
- from January 1, 2025 to July 31, 2025 — 1600 UAH
- and from August 1, 2025 to December 31, 2025 – UAH 2102.
Therefore, if the law is adopted, the official salary in the district prosecutor's office will be 52 UAH.
However, at the same time, it is proposed to establish that in 2025, these provisions on increasing the subsistence minimum are not grounds for revising (recalculating) previously assigned pensions to prosecutors and issuing by prosecutorial bodies certificates on the amount of salary (cash support) taken into account for pension recalculation.
We remind you that during the preparation of the 2025 budget, the issue of increasing this subsistence minimum for calculating prosecutors' salaries to UAH 2102 (i.e., to the level applied to judges, tax officers, customs officers, etc.) was discussed. The leadership of the Prosecutor General's Office has repeatedly stated that this situation needs to be corrected.
Also, draft law 13439-3, recommended for adoption, proposes to provide that a subsistence minimum of UAH 3028 be used to calculate the salaries of employees of the Accounting Chamber.
