The committee has developed a draft law that will prohibit the conscription of conscripts aged 18 to 25 who have completed military service or graduated from a military department. Such an opinion expressed Roman Kostenko, Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, in an interview with NV.
"We will examine it on Monday. This draft law will contain the history of the ban on the conscription of these conscripts. And the norm is that if such people got to the front during this period, they will have the right to be released. Now we are considering such a question," — he said.
He assured that 19-year-old boys are not mobilized to the Armed Forces, only at their own will.
"I think that there are no 19-year-old people (among those mobilized - ed.), because this story ended precisely in 2022. Even such certificates did not give that a limited person is suitable in wartime and unsuitable in peacetime. They were issued until 2022. What was the problem? We are prohibited from recruiting conscripts from 18 to 25 years of age. A conscript is a person who has not served in the army, who does not have a military ticket, who does not have a military department. And she is not summoned, only at her own will." he noted.
Kostenko noted that according to the current legislation, this category is conscripts, that's why they were drafted.
"There is this category of people who received, for example, at the age of 20, a military card, which is of limited use during martial law, and not suitable during peacetime, and he will not go to the army for conscription... But when he receives a military card, he becomes conscripted. And we have not changed these categories. We had conscripts and conscripts. And after the law was passed, nothing changed: they were conscripted, they continued to join the Armed Forces." he explained.
