Persons who have not undergone a medical examination, or whose decision (resolution) on fitness for military service has expired, or who have been recognized as limitedly fit and have not undergone a repeated medical examination to determine their fitness for military service (with the exception of persons with disabilities) are referred to a military medical commission. At the same time, if such citizens have applied for a deferral, they will be referred to the Military Medical Commission for a decision by the relevant commission that considers the issue of deferral.
The Cabinet of Ministers has made a number of significant changes to the Procedure for Conducting Conscription, approved by Resolution No. 560. The changes made regarding referral to the Military Commissariat for Military Service mainly concern those persons who were previously recognized as limitedly suitable.
Thus, before the changes, it was stipulated that military conscripts whose deferral period had not expired would not be sent for a medical examination (except for "contract workers" and those who independently expressed a desire to undergo a medical examination).
After the changes of May 6, it was clarified that conscripts who were previously recognized as limitedly fit or temporarily unfit for military service due to health for a period of 6 to 12 months in accordance with the conclusion of the Military Medical Commission, in the event of the expiration of the certificate (resolution) of the Military Medical Commission, and who applied to the CCC with an application for a deferral, are sent to undergo a medical examination to determine fitness before the relevant commission makes a decision.
In addition, after the changes, it is stipulated that conscripts who were recognized as limitedly fit and did not undergo a repeated medical examination to determine their fitness for military service (with the exception of persons with disabilities), whose deferral period has not expired, are sent for a medical examination.

The Ministry of Defense also provided a corresponding explanation at the request of Oleksandr Fedienko, a member of the Verkhovna Rada Committee on National Security.
It states that citizens are required to undergo a medical examination to determine their suitability for military service in accordance with the decision of the Military Commission or the relevant CCC, healthcare institutions of the SBU, and in intelligence agencies - by decision of the heads of relevant units or the Military Commission of the SBR, the intelligence agency of the Ministry of Defense, the State Border Service.
The resolution of the Military Medical Corps of district and city CCCs on the degree of fitness of a conscript for military service during mobilization, for a special period and/or during martial law is valid for one year from the date of completion of the medical examination.
Citizens aged 25-60 who were recognized as limitedly fit for military service before the entry into force of Law No. 3621-ИХ on the abolition of the status of "limitedly fit" (except for persons with disabilities) are required to undergo a repeated medical examination by June 5, 2025 to determine their fitness for military service.
Such citizens are required to independently contact the CCC or through the "Reserve+" electronic account to receive a referral to the VLK.
Conscripts who have applied to the CCC with an application for a deferral are not sent for a medical examination to determine their fitness for military service until a decision is made by the relevant commission, except for those who were previously recognized as limitedly fit or temporarily unfit for military service due to health conditions for a period of 6 to 12 months in accordance with the conclusion of the Military Medical Commission, and in the event of the expiration of the certificate (resolution) of the Military Medical Commission, except for those who were recognized as persons with disabilities.
Conscripts whose deferral period has not expired are not sent for a medical examination, except in cases where conscripts are accepted for military service under a contract or have been recognized as limitedly fit and have not undergone a repeated medical examination to determine their fitness (with the exception of persons with disabilities), or have independently expressed a desire to undergo a medical examination.
