The Cabinet of Ministers adopted a resolution introducing a simplified and transparent mechanism for transfers of servicemen between military units. The movement of military personnel between units on their own initiative is allowed no more than once a year, said in the document.
The following categories have the right to apply to the Personnel Center of the Armed Forces of Ukraine with a transfer report:
- military personnel undergoing military service in rear and operational support military units, higher military educational institutions, educational (educational and training) centers (units), territorial recruitment and social support centers, reserve military units, as well as in other military units of the Armed Forces of Ukraine, who do not belong to the military units of the combat composition of the troops, of all branches of the army;
- servicemen serving in military units of combat units of all branches of the armed forces of the Armed Forces, who wish to be transferred for further military service to other military units of combat units;
- servicemen undergoing military service in military units of all branches of the Armed Forces of the Armed Forces, who, according to the conclusion of the military medical commission, are suitable for service in military support units, territorial recruitment and social support centers, higher military educational institutions, educational centers, institutions (institutions), medical units, units of logistics, communication, operational support, security, but not assigned to relevant positions in their military units.
The transfer report is submitted through the Army+ portal with the following documents: a copy of a military ticket, an officer's certificate or other document confirming the completion of military service by a serviceman in a military unit; a letter of recommendation from the military unit to which the serviceman wishes to be transferred; approval of the commander of the military unit in which such a serviceman is serving. The approval of the commander of the military unit for the transfer of a serviceman is not mandatory for the following servicemen:
- enlisted, non-commissioned and non-commissioned officers (with the exception of those who hold officer positions) who are transferred to military units of the combat staff of troops from military units of the rear and operational support, higher military educational institutions, educational (training) centers (units) ), TCC and SP, military units of the reserve or other military units that do not belong to the military units of the combat forces;
- military personnel of the permanent staff of educational (educational and training) centers (parts) who move to other educational (educational and training) centers (parts).
The transfer report must be considered within 72 hours. The result of the inspection will also be communicated through the Army+ application. In case of refusal, clear reasons must be indicated, in case of approval - a clear decision. The transfer of a serviceman is refused if there is one of the following reasons:
- the serviceman does not belong to any of the above-mentioned categories;
- a serviceman is serving in a military unit for less than six months or less than one year from the moment of his previous transfer on his own initiative;
- required documents are not attached to the report.
"Any other grounds for refusing to relocate a serviceman are prohibited." - the document emphasizes.
