New contracts in the Armed Forces of Ukraine: Shmyhal announced payments of 50–60 thousand hryvnias

New contracts for the Armed Forces of Ukraine will provide for payments of 50-60 thousand hryvnias and a deferment from service after the contract ends. The contracts will also be able to be signed by active military personnel. This was stated by Defense Minister Denys Shmyhal during briefing November 7.

Shmyhal noted that contracts will be designed for a period of two years or more, and after the contract ends, the serviceman will receive a deferment from mobilization. One-year contracts will also be available — but without the deferment option.

Regarding financial support, the minister added, the General Staff of Ukraine conducted a series of surveys among the military. According to the results of the surveys, it was determined that the basic level that will be enough for the military is 50-60 thousand hryvnias. It was decided to take this figure as the base for payments under new contracts in the Armed Forces of Ukraine.

In order for the new model to be implemented, changes are needed to the Cabinet of Ministers' resolutions and to the legislation in general. Shmyhal assured that the documents are being approved and will be submitted for public discussion in early 2026.

Shmihal Told meWhat exactly is planned to be implemented in contract service in the Ukrainian army:

  • Clear terms of service: Contracts will range from one to five years, with a 2-5 year contract providing a 12-month deferment from mobilization upon completion.
  • The basic salary of a contract worker will be from 50-60 thousand hryvnias. This does not include allowances, increased combat pay, and a bonus for signing a contract. The longer the contract term, the greater the bonuses.
  • Contractors will independently choose their team and position.
  • The opportunity to sign a contract will be provided primarily to active military personnel.

"We are currently preparing the necessary changes to the legislation. We plan for the system to be operational in early 2026," — added the minister.
