He noted that China did not condemn the invasion of the Russian Federation and continues to buy Russian oil and energy carriers. At the same time, Kirby noted that the US does not want a ceasefire in Ukraine right now, as it would give Putin time to compensate for lost resources.
"Ceasefires right now, freezing the lines where they are, basically gives [Putin] the time and space he needs to try to retool, retool the military to offset those resource drains." Kirby said.
At the same time, he does not consider the relationship between China and Russia to be a full-fledged union, noting that both countries simply "would like the world to play by their rules."
