The most difficult winter: the government has introduced measures to stabilize the energy system

Curfews, "points of inviolability" and electricity imports

The government is introducing a set of emergency measures to stabilize the power system during the harshest winter and massive Russian shelling, including easing the curfew, deploying "points of invincibility" and increasing electricity imports. This was announced by Prime Minister of Ukraine Yulia Svyrydenko in her Telegram channels.

"The country's energy system is in difficult circumstances due to intensive Russian shelling and the most severe winter in 20 years. In connection with the emergency situation in the energy sector, the Government continues to take measures to overcome its consequences," — Svyridenko noted. 

Management and coordination

According to her, First Deputy Prime Minister and Minister of Energy of Ukraine Denys Shmyhal has been appointed head of the emergency response work. 

Thus, the government has launched permanent headquarters at the national level and a separate one for the city of Kyiv and the Kyiv region. They will coordinate the actions of energy professionals, utility services, the State Emergency Service, local authorities, and central executive authorities around the clock. 

Curfew

The head of government noted that in territories located in the energy emergency zone, the curfew is allowed to be relaxed. 

During the curfew, citizens will be allowed to:

  • without permits to be on the streets and in public places, including shopping and entertainment centers that provide the functions of "points of invincibility", heating points, as well as supporting the vital activities of people and businesses. Such places must have heating, autonomous power supply, stable communication (entertainment establishments are not included in the specified places);
  • use private transport.
  • It is noted that the Security and Defense Forces will ensure control and public order.

Education

In the capital, the Ministry of Education and the Kyiv City State Administration must extend or establish winter holidays until February 1, 2026. The decision does not apply to kindergartens.

Also, the Ministry of Education and Science, together with the OVA, should determine the need for all educational institutions to temporarily switch from face-to-face learning to distance learning or to extend or introduce winter holidays until February 1, 2026, depending on the security situation in the region.

Increased electricity imports

In addition, the government is creating opportunities for a rapid increase in electricity imports for state-owned companies and for businesses.

"Points of non-violence"

Svyridenko noted that additional "points of invincibility" will be deployed during the day for periods of difficult weather conditions and emergencies. Food is also being organized at these points for this period.

Currently, more than 10,000 points have been deployed across the country, of which more than 1,200 are located in Kyiv.

Backup power and generators

The Ministry of Development, the Ministry of Energy, the Ministry of Internal Affairs, the State Emergency Service, and the military administrations analyze the need for generators and other backup equipment by region throughout the day.

"Equipment must be promptly redistributed to where it is needed most – to ensure the operation of life support facilities," — Svyridenko noted.

Power supply of residential buildings in Kyiv and Kyiv region

In the capital and Kyiv region, the following will be analyzed throughout the day:

  • the state of heat, electricity, gas and water supply of residential buildings;
  • separately - houses with electric heating, where there is currently no electricity supply.

For residents of buildings in the most difficult situation, backup power sources, water deliveries, and other support are provided.

Houses with electric heating

The government plans to classify residential buildings with electric heating as critical infrastructure to ensure constant heating.

Rational electricity consumption

All regional military administrations and the Kyiv City Military Administration must reduce electricity consumption within 24 hours, in particular, limit outdoor lighting of buildings and territories, advertising backlighting, and excessive street lighting.

"Coordination and control over the implementation of all these decisions is carried out by Energy Minister Denys Shmyhal," — the head of government added.
