Ukraine is launching beta testing of electronic referral to the military service. The new service in the "Reserve+" application will help reduce queues and simplify the process for those liable for military service. About this declared Minister of Defense of Ukraine Rustem Umyerov.
"We are taking the first step towards digitalizing military medical commissions. We are starting beta testing of a new service — electronic referral to the VLK — in the "Reserve+" application," — said Umerov.
He explained that conscripts are forced to receive paper referrals at the CCC, wasting time in queues, but thanks to the reform, this process will become much simpler and more convenient.
How the new service works:
- The user sends a request through "Reserve+".
- The head of the CCC confirms the request.
- The user receives a notification with all the necessary information: referral registration number, medical facility address, and signature of the head of the CCC.
"First of all, citizens will be able to generate referrals as they wish to undergo the VLK. But later this opportunity will also appear for people who received a paper summons to undergo the VLK," — the minister noted.
The goal of beta testing is to test the operation of the new service together with Reserve+ users and improve it before its full launch.

The next step, according to Umerov, will be the integration of the information systems of the Ministry of Defense and the Ministry of Health.
"Starting in the fall of 2025, Reserve+ will allow you to independently choose a medical institution that has a contract with the National Health Insurance Fund to undergo a suitability examination. Digitalization is a transparent, fair and convenient system that simplifies the lives of our citizens. We are changing the approach to the work of the VLK step by step, creating comfortable conditions for all Ukrainians." he concluded.
