The Ministry of Defense proposes to exclude from the legislation the commission on military registration of conscripts. The relevant government bill 12076 has been registered in the Verkhovna Rada.
It is also proposed to exclude the norms that local self-government bodies, enterprises, institutions, organizations, educational institutions, regardless of subordination and form of ownership, are obliged to submit lists of citizens of Ukraine to the relevant district (city) TCCs every year within the terms and in the manner established by the Cabinet of Ministers , which are subject to being entered into the military register of conscripts.
Instead, it is up to the conscript to provide information about himself. He is given the opportunity to register remotely through Reserve+. Otherwise, he will have to appear before the TCC and pay a fine from UAH 17 to UAH 25,5.
Thus, draft law 12076 proposes to establish that every year from January 1 to July 31, male citizens of Ukraine, who turn 17 in the year of military registration, are registered as conscripts with the entry of relevant information into the Unified State Register of conscripts, conscripts and reservists by:
- passing electronic identification and clarifying personal data by means of the Electronic Cabinet of a conscript, conscript, reservist in the manner determined by the Cabinet of Ministers of Ukraine;
- personal arrival at the district (city) territorial center of recruitment and social support with submission of the necessary documents, the list of which is established by the Ministry of Defense of Ukraine.
We will remind you that the current norm stipulates that every year during January-March, men who turn 17 in the year of military registration are registered.
Important reasons for failure to pass electronic identification (failure to clarify personal data) using the Electronic Office of a conscript, conscript, reservist and/or failure to arrive at the TCC are recognized as:
- illness of a citizen;
- natural obstacle;
- residence (stay) during the special period in the temporarily occupied territory of Ukraine or in the territory where hostilities are taking place;
- other circumstances that deprived him of the opportunity to undergo electronic identification and clarification of his personal data by means of the Electronic Cabinet of a conscript, conscript, reservist or to personally arrive at the district (city) territorial center of recruitment and social support.
Citizens who did not enter the military registration of conscripts in the above-mentioned period are registered for military registration of conscripts only after personal arrival at the district (city) TCC with simultaneous prosecution in accordance with the law, provided they reach the age of 18. That is, they will have to pay a fine.
