In the coming days, the Ministry of Defense is to issue an order banning the mobilization of men aged 18 to 25 who have been deemed unfit in peacetime and of limited fitness in wartime. The Speaker of the Ukrainian Parliament, Ruslan Stefanchuk, stated.
He reported that during the conciliation council on September 17, the leadership of the parliament, factions and groups discussed with representatives of the Ministry of Defense and the General Staff of the Armed Forces how to solve the problem related to the mobilization of those of limited age from 18 to 25 years.
"We held extensive discussions with colleagues from the Ministry of Defense and the General Staff. And the following decisions were made. First, the Verkhovna Rada will develop a normal mechanism so that mobilized men aged 18 to 25 cease to be subject to mobilization. Secondly, we have to provide a normal replacement for these persons thanks to general mobilization in the state, because we cannot expose certain areas of the front."
At the same time, according to Stefanchuk, representatives of the Ministry of Defense and the General Staff assured that literally in the next few days an order will appear prohibiting the mobilization of persons of limited fitness aged 18 to 25.
The head of the Verkhovna Rada also added that the order should contain a provision that already mobilized persons with limited fitness will not participate in assault operations.
Currently, citizens aged 25 to 60 are subject to mobilization. But there are exceptions for men younger than this age. In particular, when a citizen under the age of 25 is already on the list of conscripts (not conscripts) and is subject to mobilization on general grounds. This is possible if he graduated from the military department and, accordingly, has an officer rank or has completed military service.
