Analysts of the Bureau of Economic Security have discovered a tender for the purchase of software at a significantly inflated price. The tender was announced by the State Enterprise "Forests of Ukraine", reported the BEB press service.
These are services for the implementation of an ERP-type business process automation system with an expected cost of almost UAH 240 million.
The Bureau's specialists identified potential risks of overestimating the expected purchase price by more than UAH 180 million.
"In addition, analysts have recorded signs of establishing discriminatory requirements for tender participants. This may indicate the artificial creation of conditions for the victory of a particular participant in public procurement," – said Deputy Director of BEB Andriy Pashchuk.
BEB analysts sent recommendation letters with a proposal to verify the specified purchase by the State Enterprise "Forests of Ukraine" to the State Audit Service of Ukraine and the Antimonopoly Committee of Ukraine.
In turn, "Lisi Ukrainy" reported that the feasibility study and calculation of the expected cost of the purchase were prepared by the Ukrainian Institute for Design and Development of Information and Telecommunications Infrastructure "Diprozvyazok" of the Administration of the State Service for Special Communications and Information Protection of Ukraine.
The cost calculation was carried out by the institute in accordance with the methodology approved by the Ministry of Economy.
The AMCU has not received any complaints from procurement participants indicating the presence of discriminatory conditions.
The expected value may decrease significantly during bidding, so it is premature to draw conclusions about the final purchase price.
