Stealing funds from the city budget exposed Kyiv police investigators, together with employees of the Strategic Investigations Department in Kyiv and under the procedural guidance of the Kyiv City Prosecutor's Office. Among the suspects are three employees of a communal association, as well as directors of construction companies.
The National Police reported that the corruption scheme was organized by the deputy head of the department of the municipal association "Kyivzelenbud". He involved two more employees responsible for the work and verification of estimate documentation in the scam. The latter were not supposed to detect discrepancies in the acceptance certificates of completed work provided by contractors in the future.
"The organizer of the scheme ensured victory in the tenders organized by Kyivzelenbud for three controlled enterprises. Based on the concluded contracts, they carried out major repairs and restorations of parks and squares in the Dniprovs'kyi, Darnytsia and Obolonskyi districts of the capital during 2023. The official signed reporting documents for the executors, which overstated the cost of materials and the volume of work performed. As a result, "excess" money was received in the accounts of the enterprises, which were later transferred to the accounts of other controlled firms for distribution among the participants of the organized group, " — the police reported.
So far, the police have identified 9 episodes related to the misappropriation of funds during such repairs, as a result of which the municipal association overpaid contractors from the capital's budget by more than UAH 5,3 million.
Investigators have informed all members of the criminal group of suspicion under Parts 4-5 of Article 191 of the Criminal Code of Ukraine. The businessmen face imprisonment for a term of up to 12 years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and confiscation of property.
