At a meeting on June 18, the Cabinet of Ministers approved the proposal of the Ministry of Community Development and the State Service of Maritime and Inland Water Transport and Shipping to implement, for 2 years, but not longer than the period of martial law, a pilot project to accept documents for registration, issuance, and exchange of a seafarer's identity card from citizens of Ukraine who are outside Ukraine.
The Procedure for the Implementation of the Experimental Project has been approved (the text has not yet been published).
It has been established that a separate unit of the SE "Service Center for Sea and River Transport" located outside Ukraine accepts documents for the registration, issuance, and exchange of seafarer identification cards for citizens of Ukraine who are outside Ukraine.
Amendments have also been made to the government resolutions of June 26.06.2015, 441 No. 18.10.2017 “On the seafarer's identity card” and October 784, XNUMX No. XNUMX “On approval of the Procedure for maintaining the Unified State Demographic Register and providing information from it, interaction between authorized entities, as well as identification and verification.”
In particular, the entity issuing seafarer's identity cards has been replaced from the seaport captain to the Shipping Administration, in particular through the SE "Service Center of Sea and River Transport".
A procedure for issuing seafarer identity cards using the Unified State Demographic Register has been introduced, through the creation and implementation of a departmental information system for seafarer identity cards, which is intended for data recording, the owner of which will be the Shipping Administration.
A period of storage of a seafarer's identity card not received by the applicant in accordance with the established procedure is provided for, namely, the card is stored for 2 years and, if not received, is declared invalid and destroyed.
