"Energoatom" ordered pipes at inflated prices — Our money

Energoatom JSC announced on November 28 open tenders for the purchase of welded pipes made of corrosion-resistant austenitic steel with an expected cost of UAH 339,07 million excluding VAT. Proposals will be submitted until December 16. This is reported in the system "Clearly", they write "Our money".

It is noted that nuclear engineers want to buy 374 tons of welded pipes made of corrosion-resistant steel of the austenitic class, namely 361 tons - measuring 26,0x0,5x12030 mm and 13 tons - measuring 26,0x1,0x12030 mm. They must be made of steel grade TP316L (EN1.4435) with a pitting corrosion resistance PRE of at least 27 units according to ASTM A249/A249M-10a or equivalent.

If you divide the expected amount by the total volume of delivery, the average expected price of pipes will be UAH 906, or EUR 800 per ton without VAT. That is, 20 euros per kilogram without VAT.

According to the data of the state enterprise "NDKTITP named after Deposits", such pipes are used to make condensers for cooling water in the reactor zone of the nuclear power plant. Previously, Kharkiv PJSC Turboatom bought them from Prozorro without bidding for the further production of capacitors to the order of Energoatom. The last time, in July 2019, "Turboatom" ordered such pipes of other sizes from "ADTubi Inossidabili SpA" (Italy) for 9,65-10,41 euros per kilogram without VAT. That was half the current average expected price. According to the customer's technical requirements, 10-14% of the chemical composition of these pipes will be nickel.

According to the Institute named after Precipitation, the price of these pipes mostly depends on nickel. Since July 2019, the price of nickel on the LME exchange has increased by only 9% - from $14 to $055 per ton.

Currently, delivery to Netishyn, where the Khmelnytsky NPP is located, is expected by February 28, 2025. Such a short period of time indicates that these pipes have already been manufactured or are currently being manufactured. The anonymous company asked the customer to extend the delivery period by three months until May 30, 2025, in view of the large volume of the order.

The goods are going to be paid for within half a year after delivery. In another appeal, the anonymous person asked to change the terms of payment to an advance payment of 50% and payment of the remaining 50% within 60 working days after delivery, because the products are purchased, made to special order, which require significant financial costs and a long time for their production.

The customer replied to both anonymous people that the appeal is being processed by the relevant divisions and that the tender documentation will be changed in case of production feasibility and a corresponding decision.
