The State Bureau of Investigation officially registered criminal proceedings on the grounds of a crime under Part 1 of Article 364 of the Criminal Code of Ukraine - abuse of power or official position.
The suspects were police officers who, according to the applicants, acted in the interests of Odessa restaurateur Andriy Zarichansky and participated in a scheme to "squeeze" the coastal territory, where the "Yachta" restaurant complex currently operates.
Criminal proceedings
As follows from the SBI documents, on September 11, 2025, based on the decision of the Peresypsky District Court of Odessa, information about possible crimes committed by individual officials of the Main Police Department in the Odessa region was entered into the ERDR.
This is about abuse of office and abuse of authority in favor of Zarichansky.
The materials state that the pressure on the companies "Perlyna Regionu" and "Black Sea Riviera" was manifested in the blocking of their work in the village of Fontanka, the fabrication of accusations and even the destruction of property. As a result, the applicants suffered significant property losses, and their legal rights were grossly violated.
The investigation is being conducted by the Second Investigation Department of the State Bureau of Investigation, located in Odessa.
"The coast is under attack"
The history of the struggle for this stretch of coast has been going on for several years. Previously, the owner of "Yachta" had already defended this territory through the hands of People's Deputy Artem Dmytruk.
Then, high-profile conflicts began around barriers and driveways. Dmytruk's former assistant, leader of the "Common Goal" organization Volodymyr Savchenko, known for his "specialization" in demolishing fences, took an active part in them. For this, Savchenko repeatedly found himself in scandalous situations and even, like his literary prototype Panikovsky, was "beaten"...
A new round of conflict
If previously the conflicting party relied on political support and street activism, now the situation looks much more serious: after all, it is about the police and pressure on business.
In fact, this is no longer a conflict over barriers, but a full-fledged criminal case, the consequences of which may affect not only those involved.
A pre-trial investigation has been launched. According to the document, SBI investigators intend to provide a legal assessment of each episode and the actions of all persons involved.
