A new opportunity has appeared in the "Reserve+" application. From now on, parents of children with disabilities can get a deferment from mobilization online. This is reported by Ministry of Defence Ukraine.
Who can benefit from the new online deferrals?
The service can be provided by:
- biological parents of a child with a disability under the age of 18;
- biological parents of an adult child with a disability (group I or II).
If both parents are subject to military service, each of them can separately submit a request for deferment to "Reserve+".
The main condition: information about the established disability must be valid and entered into the information systems of the Ministry of Social Policy, Family and Unity.
How to submit a request through Reserve+
First, update the application to the latest version. Then:
- log in to the application;
- on the main screen, click the three dots → select “Request a deferral” → select the desired deferral type;
- Send a request and wait for a notification with the result.
If you failed to get a deferral
The system may refuse to issue a deferral, most often due to the fact that state registers contain missing or incomplete data about the child or their disability.
You can update your data online at Electronic account of a person with a disabilityIf the child is not yet registered in the system, they will first need to be registered. register.
You can also update your data at the institutions. The rejection message in the application will tell you where to go:
- to the nearest administrative service center (ASC),
- social protection agency (OSZN) at the place of residence,
- Pension Fund of Ukraine (PFU).
If you are asked to contact the OSZN/CNAP, keep in mind that the fastest way to do this is at the OSZN - their specialists have the technical ability to immediately make changes to the register. At the CNAP, the procedure may take a little longer, as the documents are transferred to the OSZN for processing.
If the system reports that the registers are temporarily unavailable, please try again later.
Please note: disability records in the registers must be valid. If the disability document has expired and the child has not been re-examined, the service will not be available.
In this case, there is no need to update the data — You will be able to submit a request after receiving a new document.
What documents are required for renewal?
- When contacting the ASC or OSZN, you must have the following documents with you:
- birth certificate or ID card of the child;
- Child's RNOKPP (if any);
- pension certificate (if any);
- if the child is a minor - a medical certificate of disability (form No. 080/o);
- if the child is an adult - a certificate of the MSEC inspection report (form No. 157-1/o);
- RNOKPP of one of the parents;
- extract from the registered place of residence.
If you use Electronic office, scanned copies of these documents are sufficient, without originals.
If the system still does not find the child
In this case, a specialist from the ASC or OSZN should check the data with you. The reason may be an input error.
"Check the series and number of the birth certificate, the number of the medical report or MSEC certificate, the dates of the examination and the validity period of the document," — the ministry explained.
Delay in "Reserve+"
The deferral is issued in the application automatically - thanks to data exchange between state registers.
The process usually takes only a few hours and does not require collecting references. "Reserve+" allows you to get a decision transparently, quickly and without unnecessary bureaucracy.
Currently, they can also get a deferral in "Reserve+"
- people with disabilities;
- students, postgraduates;
- parents of three or more children born in the same marriage;
- spouses of defenders with a child;
- husbands or wives of people with disabilities;
- people with temporary incapacity;
- employees of higher and vocational education institutions.
