Biden to discuss war in Ukraine and North Korean troops in Russia with Xi Jinping, White House

US President Joe Biden will discuss a number of issues during a meeting with Chinese President Xi Jinping on the sidelines of the APEC summit in Peru on November 16. Among them will be Beijing's support for Moscow in the Russian Federation's war against Ukraine, and the deployment of North Korean troops in the aggressor country. According to a representative of the US president's office, the leaders of the US and the People's Republic of China will meet at the upcoming Asia-Pacific Economic Cooperation summit scheduled for the day after tomorrow in Lima.

The White House noted that this will be the third personal meeting of the heads of the two states since Biden took office as president. Yes, they previously met in Bali in 2022 on the sidelines of the G20 and in Woodside in 2023 — also on the sidelines of the APEC (Asia-Pacific Economic Cooperation summit).

Telling the media representatives about expectations from the conversation with Xi Jinping, Biden noted that he "intends to use this meeting to discuss the issues on which there are differences and how to deal with those differences in the future."

"I expect the president to express deep concern about China's support for Russia's war against Ukraine, as well as the deployment of more than 10 North Korean troops in Russia, where they have engaged in hostilities with Russian troops," — handed over in the White House.

Also, the administration of the US president added that they are "increasingly concerned about the consequences of this deployment for the long-term stability of both Europe and the Indo-Pacific region."

In addition, Biden was informed that he intends to discuss, among other things, during the meeting with the Chinese leader:

  • the "unacceptability" of cyber attacks on US critical infrastructure and other important networks;
  • the importance of maintaining peace and stability in the Taiwan Strait, and to express concern about the intensification of China's military activities around Taiwan;
  • express concern about the actions of the PRC in the South China Sea, including the actions of the PRC coast guard against the legitimate maritime operations of other claimant countries in the South China Sea;
  • to emphasize its concern about the "unfair trade policies and non-market economic practices of the PRC, which have over time created an unequal playing field for American workers";
  • to confirm the importance of maintaining communication between the US and Chinese militaries "at all times, especially during periods of heightened tension";
  • strengthening of joint law enforcement actions in the fight against drug trafficking;
  • discuss issues related to artificial intelligence, etc.
