Cabinet approved the procedure for rewarding civil servants who hold category "A" civil service positions in state bodies that have classified civil service positions.
The amount of the bonus for the State Secretary of the Cabinet of Ministers and his deputies is determined by the head of the civil service in the Secretariat of the Cabinet of Ministers in agreement with Prime Minister Denys Shmyhal in accordance with the submission of the Minister of the Cabinet of Ministers Oleg Nemchinov.
The amount of the bonus for state secretaries of ministries is determined by the head of the civil service in the relevant ministry in agreement with the Minister of the Cabinet of Ministers, based on the submission of the relevant minister.
The amount of the monthly or quarterly bonus of civil servants cannot exceed:
- 30% of the official salary for a monthly bonus;
- 90% of the position salary for the quarterly bonus.
Corresponding amendments to Resolution No. 1409 "Issues of remuneration of civil servants based on the classification of positions in 2025" are provided for by the Resolution of the Cabinet of Ministers of June 6, 2025. № 667.
The resolution enters into force simultaneously with Law 4282-IX on the reform of civil servant remuneration (draft law 8222), which entered into force "retroactively" from April 1, 2025, but not earlier than the day of its publication.
What does the size of the premium depend on?
The amount of the bonus depends on the timely and high-quality implementation of tasks defined by the strategic and program documents of the Cabinet of Ministers, the Prime Minister's instructions, as well as ensuring compliance with the requirements of the Cabinet of Ministers' regulations when submitting to the government draft legislative and other regulatory legal acts necessary for the implementation of adopted laws.
The amount of the bonus for heads of central executive bodies (CEBs) who are not members of the Cabinet of Ministers, whose activities are directed and coordinated directly by the Cabinet of Ministers, is determined by the head of the civil service in the relevant CEB in agreement with the Minister of the Cabinet of Ministers.
The amount of the bonus for deputy heads of central executive bodies who are not members of the Cabinet of Ministers, whose activities are directed and coordinated directly by the CMU, is determined by the head of the relevant central executive body.
The amount of the bonus for heads of central executive bodies who are not members of the Cabinet, whose activities are directed and coordinated by the Cabinet through the relevant members of the Cabinet, and their deputies is determined by the head of the civil service in the relevant central executive body in agreement with the minister who directs and coordinates the activities of the central executive body.
The amount of the bonus for heads of bodies and institutions of the justice system, their deputies, is determined by the head of the civil service in the state body in agreement with the appointing entity.
Proposals for approval of the payment of bonuses that require consideration by the Minister of the Cabinet of Ministers shall be submitted to the Secretariat of the CMU by the 5th day of the month following the month for which the bonus is awarded. In case of violation of the deadline specified in the first paragraph of this paragraph, the submitted proposals shall remain without consideration.
Structural units of the Secretariat of the CMU, in accordance with their competence, process the submitted proposals, transfer them no later than within 2 working days from the date of registration to the structural unit of the Secretariat of the Government designated by the State Secretary of the Cabinet of Ministers for generalization and submission no later than within 5 working days from the date of their receipt by the specified unit to the Minister of the Cabinet of Ministers in the form.
