The Verkhovna Rada adopted bill 12030, which proposes to create a new body in Ukraine by 2025 - the National Commission on Mental Health, which will be a permanent collegial body under the Cabinet of Ministers, performing functions in the field of mental health.
It is noted that the functions of the National Commission will include:
- creation and maintenance of the State Register of self-regulatory organizations in the field of mental health;
- creation and maintenance of the Register of Mental Health Service Providers;
- certification of mental health professionals;
- supervising the activities of self-regulatory organizations in the field of mental health and reviewing their status in case of violations of the law.
The composition of the National Commission will be formed on the basis of equal representation of members of the National Commission delegated by central executive authorities and members of the National Commission from self-regulatory organizations in the field of mental health, public associations of mental health service providers, and mental health professionals.
For the first composition of the National Commission, taking into account the absence of self-regulatory organizations in the field of mental health recognized in accordance with this law, half of the members are elected through an open competition from public associations of mental health service providers and mental health professionals.
In the future, an open competition for the positions of members of the National Commission from public associations of mental health service providers and mental health professionals should be ensured.
