The scandal with prosecutors and the government's promise to punish the guilty showed that the best protection against external interference in Ukraine is in the prosecutor's office system. In October 2024, a scandal erupted around the leadership of the Khmelnytskyi Regional MSEK, in the office of its head Tetyana Krupa, 100 thousand dollars, medical documents with signs of forgery and lists with surnames and fictitious diagnoses were found. Later, journalists found out that every fifth prosecutor in Ukraine received pension payments, which are provided for both length of service and disability.
In response, the Prosecutor General's Office announced a large-scale internal investigation into prosecutors who may be receiving pensions for false reasons: "A large-scale internal investigation concerns not only Khmelnytskyi prosecutors, but all prosecutorial bodies – all levels, including the Prosecutor General's Office – and is extremely important for the entire system.".
President Volodymyr Zelenskyy called for the punishment of the guilty, who convened a meeting of the National Security and Defense Council because of this situation.
EP journalists analyzed declarations of prosecutors for 2024 and the beginning of 2025, and counted 501 declarations of resignation from positions in the prosecutor's office system. However, there is no significant surge in resignations.
In addition, over 40% of dismissals were related to transfers between positions. Thus, out of half a thousand prosecutors dismissed in 2024, 185 found a place in other law enforcement agencies (NABU, SBI).
The information that the revision of the MSEC decisions regarding prosecutors has not yet been carried out was confirmed in early January 2025 by the Minister of Health Viktor Lyashko.
