The Ministry of Defense has made changes to the VLK procedure

The Ministry of Defense by order of May 2, 2025 № 283 approved amendments to the Regulations on military medical examination in the Armed Forces of Ukraine (amendments to Order No. 402).

The following changes have been made:

  • If the VLK resolution (for example, on the status of "fit for military service") does not require approval by a higher authority, the documents are no longer printed for transmission to the CCC, but are automatically sent electronically to the Oberig register. Only examination cards and accompanying documents (except for resolutions) are transmitted to the CCC in paper form. The VLK prints and sends two copies of the resolution to military units.
  • If the VLK resolution requires approval by a higher authority (for example, on the status of “unfit” or “temporarily unfit” for military service), the documents are transmitted electronically through the VLK Cabinet. Paper documents (except for resolutions) are transmitted to the higher-level VLK no later than the next day after the completion of the medical examination. Previously, this process took up to 5 days and involved printing all documents.
  • A clear deadline for checking VLK documents has been introduced - no more than 5 days from the date of receipt of documents
  • If the documents are checked by the regional/city CCC VLK and there are no errors, the documents with the decision “unsuitable” must be transferred to the regular VLK no later than the next day after the check is completed. In other cases, the decisions are automatically sent to the Oberig registry, and paper documents to the CCC
  • If the documents are checked by the regular VLK, the electronic document and the meeting minutes are automatically transferred to the registry. Paper copies of the minutes are certified with a seal and sent to the CCC: for those liable for military service - 2 copies, for military personnel - 4.
  • If the commission's decision does not require approval by the full-time VLK, the citizen can receive the document directly at the medical institution where the medical examination was conducted on the day of the application. Previously, the commission's decision was issued only at the CCC at the place of registration.
  • If approval is required, the CCC independently prints the document with the resolution from the Oberig register, seals it and issues it together with the minutes. Previously, the document was issued only after the CCC received the minutes of the regular VLK meeting.

Thus, subparagraph 2.5.11 was excluded from the Regulations, according to which the originals of paper documents of non-staff VLKs are sealed with the seal of the healthcare institution (institution) or military unit in which these commissions are formed.

During the special period, the resolutions of the regional and city military medical centers on the unfitness for military service of conscripts are issued with certificates of illness (Appendix 11 to these Regulations), which, no later than 10 days from the date of completion of the medical examination and check-up by the regional (Kyiv and Sevastopol city) military medical centers, are sent via the information and communication system "Medical Information System of the Armed Forces of Ukraine" (ICS) for approval to the regular military medical centers according to the administrative-territorial area of ​​responsibility for conducting a military medical examination.

Other resolutions of the Military Council of the district, city CCCs for a special period are issued by a certificate from the military medical commission (Appendix 4 to these Regulations).

The provisions that the VLK resolution is entered by a doctor - a member of the draft commission - into the conscript's registration card (the conscript's medical examination card at the assembly point) have been eliminated. In addition, the provision that the formalized VLK resolution on the conscript's fitness or unfitness for military service is stored in the conscript's personal file has been eliminated.

Instead, it is stipulated that a paper copy of the electronic document with the resolution of the Military Commission is made by the CCC, certified by the CCC seal, and entered into the conscript's registration card (the conscript's medical examination card at the assembly point) and into the conscript's personal file.

It is stipulated that during the legal regime of martial law, an X-ray examination of the chest organs is performed, an ECG is performed after reaching the age of 40 and if there are medical indications, and other examinations are performed according to indications. Before the changes, it was stipulated that “an ECG is performed after the age of 40 and if there are medical indications. Other examinations are performed according to indications.”

The new edition sets out clause 3.8 of the Regulations.

It is provided that the resolutions of the VLK of district and city CCCs on the suitability for military service of those liable for military service are issued by VLK certificates (Appendix 4 to these Regulations).

In the event of a decision on suitability, documents with the results of the conscript's medical examination (examination and medical examination card, doctors' reports, accompanying documents) are delivered to the district (city) CCC at the place of residence of the conscript on record no later than the next day after the end of the medical examination. An electronic document with the decision of the VLK on the suitability of the conscript for military service is transferred from the ICS to the database of the Unified State Register of Conscripts, Conscripts and Reservists.

The resolution of the Military Medical Council at the CCC on fitness, adopted in peacetime when determining the appointment of a conscript for a special period and his inclusion in military teams for manning military units (institutions), is valid for 5 years from the date of completion of the medical examination.

The resolution of the Military Medical Corps of district and city CCCs on the suitability of a conscript for military service during mobilization, for a special period and/or during the legal regime of martial law is valid for one year from the date of completion of the medical examination.

If there are any changes in the health of a conscript, based on his/her request or the conclusions of doctors at a healthcare facility, then a repeated medical examination is conducted at the direction of the head of the CCC to determine the degree of fitness for military service.

Resolutions of the VLK of district and city CCCs on the unfitness for military service of conscripts are issued with illness certificates (Appendix 11 to these Regulations), resolutions on temporary unfitness are issued with VLK certificates (Appendix 4 to these Regulations).

In the event of a decision on unfitness or temporary unfitness for military service, documents with the results of the conscript's medical examination (examination and medical examination card, doctors' reports, accompanying documents) are sent for verification to the Regional, Kyiv and Sevastopol City CCCs no later than 5 days from the date of completion of the medical examination.

The electronic document that formalizes the resolution (sickness certificate or VLK certificate) is sent within the same period for verification via the ICS. Verification is carried out within 5 days from the date of receipt of all documents.

Based on the results of the check and in case of errors or absence of necessary supporting documents, the Regional, Kyiv and Sevastopol City CCCs and SPs send documents for revision via ICS to the Regional, City CCCs and SPs from which they were received. The Regional, City CCCs revise and resend the documents for re-verification within five days from the date of return.

After checking the VLK of the regional, Kyiv and Sevastopol city CCCs and in the absence of errors, electronic documents with the VLK resolutions on temporary unfitness for military service are transferred from the ICS to the Unified State Register of Conscripts, Military Obligees and Reservists.

Other documents with the results of the military conscript's medical examination in paper form (examination and medical examination card, doctors' reports, accompanying documents) are sent to the district (city) CCC at the place of stay of the military conscripts on record no later than the next day after the end of the examination.

After checking the VLK of the regional, Kyiv and Sevastopol city CCCs and in the absence of errors, electronic documents with the VLK resolutions on unfitness for military service are sent via the ICS to the regular VLKs in accordance with the administrative-territorial zone of responsibility for conducting the military medical examination. Other documents with the results of the military conscript's medical examination (examination and medical examination card, doctors' conclusions, accompanying documents) are sent to the relevant regular VLKs no later than the next day after the end of the check.

After the resolution is approved, the minutes of the meeting of the full-time VLK are transferred from the ICS to the Unified State Register of Conscripts, Military Enlisted Persons and Reservists no later than the day after approval. Two paper copies of the minutes of the meeting of the full-time VLK are certified by its seal and sent together with documents on the results of the medical examination (examination and medical examination card, doctors' conclusions, accompanying documents) to the CCC at the place of registration no later than the day after the end of the medical examination.

A paper copy of the document with the VLK resolution, which does not require approval by the regular VLK, is issued to the person who has undergone a medical examination, at his request on the day of application after the completion of the medical examination at the healthcare facility where the VLK medical examination was conducted, or at the CCC and SP at the place of registration.

A paper copy of such a document is certified by the seal of the healthcare institution where the medical examination was conducted (in case of applying to a healthcare institution), or the CCC (in case of applying to the CCC), and is issued to the person who underwent the medical examination, with his/her signature on familiarization and the date. A paper copy of the document with the resolution that requires approval by the full-time VLK is issued at the request of the person who underwent the medical examination, at the CCC at the place of stay registered on the day of application after the CCC receives the minutes of the meeting of the full-time VLK. A paper copy of the document with the resolution is certified by the CCC seal and is issued to the person with his/her signature on familiarization and the date together with a paper copy of the electronic minutes of the meeting of the full-time VLK, certified by the seal of the full-time VLK.

For contract candidates

The decision of the Military Medical Service Committee on the suitability of a candidate for military service under a contract is issued by a certificate of the Military Medical Service Committee, which is not subject to approval by the regular Military Medical Service Committee and is valid for 12 months from the date of the medical examination. One copy of the issued certificate is attached to the personal file of the candidate for military service under a contract.

The decision of the Military Medical Service on the suitability or unsuitability of a person accepted for military service under a contract abroad during the legal regime of martial law in Ukraine is issued by a certificate of the Military Medical Service, which is not subject to approval by the regular Military Medical Service and is valid for one year from the date of completion of the medical examination. One copy of the issued certificate is attached to the personal file of the candidate for military service under a contract.

For military personnel

For military personnel, a certificate of the circumstances of the injury (injury, contusion, mutilation) is issued in electronic form and no later than the next day after registration is sent by means of the ICS to the Military Medical Service in order to establish the causal connection of the injury (injury, contusion, mutilation) with military service. One copy of the certificate is made in paper form and must be stored in the personal file of the military personnel.

Resolutions of the VLK are drawn up as documents in electronic form, which are created using ICS tools.

The certificate of the circumstances of the injury (Appendix 5), which is issued in accordance with the legislation, is formed in electronic form as an electronic document created using the electronic document management system.

In the absence of technical possibility to form VLK resolutions in electronic form by means of ICS, VLK resolutions may be formed in paper form in accordance with these Regulations. All documents created in paper form are assigned a number based on the actual date and time of the start of document formation in the format "yyyy-mmdd-yyyy".

After the technical possibility of forming VLK resolutions in electronic form using the ICS is restored, information from documents created in paper form that contain VLK resolutions is entered into the ICS (with a note about transferring information from the document in paper form and an assigned number) using a qualified electronic signature or an advanced electronic signature based on a qualified electronic signature certificate of the chairman and secretary of the VLK. In this case, the original documents that form VLK resolutions in paper form are not destroyed.

Information from the certificate on the circumstances of the injury is transferred from the electronic document management system to the ICS.

VLK documents created in paper form (examination and medical examination card (Appendix 13) with accompanying documents, documents with VLK resolutions) in cases provided for by these Regulations are sent between institutions (enterprises, institutions, organizations) in paper form.

The procedure for transferring documents with resolutions of the Military Medical Council, certificates on the circumstances of the injury, and other medical documents of servicemen who were (are) undergoing treatment in health care institutions of state and municipal ownership and state institutions of the National Academy of Medical Sciences to military units and/or the Central Military District is determined by the Cabinet of Ministers' Resolution No. 23 of August 2023, 901 "On Approval of the Procedure for the Exchange of Medical and Other Documents of Servicemen During a Special Period Between Health Care Institutions of State and Municipal Ownership, State Institutions of the National Academy of Medical Sciences, in Which Servicemen Were (Are) Undergoing Treatment, Military Units and Territorial Centers for Recruitment and Social Support."

Submission for approval by the regular VLK

Documents with the resolutions of the VLK, which are not subject to approval (control) by the regular VLK, are transferred from the IKS to the Unified State Register of Conscripts, Military Obligees and Reservists. Other documents with the results of the medical examination (examination and medical examination card, doctors' reports, accompanying documents) are sent to the CCC at the place of registration no later than the next day after the end of the medical examination.

Documents with resolutions of the Medical Examination Committee, which are subject to approval (control) by the Medical Examination Committee of the regional, Kyiv and Sevastopol city CCCs or by the regular Medical Examination Committee, in accordance with clause 22.8 of Chapter 22, Section II of these Regulations, are sent for verification and approval through the ICS. Other documents with the results of the medical examination (examination and medical examination card, doctors' conclusions, accompanying documents) are sent for approval within 5 days after the end of the medical examination.

Based on the results of the inspection and in case of errors or the absence of necessary supporting documents, the Regional, Kyiv and Sevastopol City CCCs and SPs or the full-time Regional CCC sends the documents for revision to the Regional CCC from which they were received, with justification for the reasons for non-approval and necessary recommendations.

After the resolution is approved, the minutes of the meeting of the full-time VLK are transferred from the ICS to the Unified State Register of Conscripts, Military Conscripts and Reservists no later than the day after approval. Paper copies of the minutes of the meeting of the full-time VLK, in four copies for military personnel, or in two copies for military conscripts, are certified by its seal and sent together with documents on the results of the medical examination (examination and medical examination card, doctors' reports, accompanying documents) to the CCC at the place of registration within 5 days after approval of the resolution.

The CCC, as well as the personnel service of the Ministry of Defense, if necessary, print paper copies of electronic documents with resolutions from the Unified State Register of Conscripts, Military Conscripts, and Reservists, and place them in the personal file of military conscripts or servicemen.

A paper copy of the document with the resolution of the VLK, which does not require approval by the full-time VLK, is issued to the person who has undergone a medical examination, at his request on the day of the application after the completion of the medical examination at the health care institution where the VLK medical examination was conducted, or at the CCC and the SP at the place of registration. A paper copy of such a document is certified by the seal of the health care institution where the medical examination was conducted (in the case of applying to a health care institution), or by the seal of the CCC (in the case of applying to the CCC) and is issued to the person who has undergone a medical examination with his signature on familiarization and the date. A paper copy of the document with the resolution that requires approval by the full-time VLK is issued by the CCC at the place of registration after receiving the minutes of the meeting of the full-time VLK on the day of the application. A paper copy of the document with the resolution is certified by the seal of the CCC and issued to the person with their signature on familiarization and the date, together with the minutes of the meeting of the regular VLK, certified by the seal of the regular VLK.

For military personnel, the CCC at the place of registration prints two paper copies of the electronic document with the resolution, certifies them with its seal, and sends them to the military unit where the serviceman serves. In the case of resolutions that require approval by the regular VLK, two copies of the minutes of the regular VLK meeting, certified by its seal, are attached to the documents with the resolutions printed and certified by the CCC. In the military unit, one copy of the document with the VLK resolution, together with a copy of the minutes of the regular VLK meeting, is issued to the serviceman upon his request.

During martial law, the period for processing illness certificates (medical certificates) by the Medical Board is no more than five calendar days after the end of the medical examination.

The decision of the Military Medical Commission on the suitability of a candidate for military service by conscription of officers is issued by a certificate of the Military Medical Commission, which is not subject to approval by the regular Military Medical Commission and is valid for six months from the date of completion of the medical examination. One copy of the issued certificate is attached to the personal file of the candidate for military service by conscription of officers.

Other changes

Clause 3.13 clarifies that the results of the examination of a person discharged from military service are documented in a medical certificate or a certificate of illness, which are sent to the regular medical certificate. 

It is established that the resolution of the Military Medical Corps on the suitability of a candidate for service in the military reserve, adopted in peacetime when determining the appointment of a reservist for a special period and his inclusion in military teams for manning military units (institutions), is issued by a certificate of the Military Medical Corps, is not subject to approval by the regular Military Medical Corps and is valid for 5 years from the date of completion of the medical examination.

The decision of the Military Reserve Committee on the suitability of a candidate for military reserve service, adopted during the special period and/or during the legal regime of martial law, is issued in the form of a certificate of the Military Reserve Committee, is not subject to approval by the regular Military Reserve Committee and is valid for one year from the date of completion of the medical examination. One copy of the issued certificate is printed by the Central Military Commission and the Joint Service Commission and is attached to the reservist's personal file.

It is clarified that female military personnel are granted maternity leave based on the resolution of the hospital or garrison military command center from the date of their right to leave or on the basis of a medical certificate of temporary incapacity for work with the category of medical certificate "Pregnancy and childbirth".
