From January 1, 2025, medical and social expert commissions (MSEK) as separate legal entities will suspend their activities. Their functions will be transferred to cluster and supercluster hospitals. Minister of Health of Ukraine Viktor Lyashko said this during a briefing on the liquidation of medical and social expert commissions and the implementation of the NSDC's decision on combating corruption and other offenses during the establishment of disability.
At the beginning of July 2022, the Verkhovna Rada adopted Law No. 2347, which launched the next stage of the medical reform - the formation of a capable network of hospitals. Each region became a separate hospital district, which in turn is divided into clusters. Within one hospital district, hospitals are divided into supracluster, cluster and general.
During June-July 2023, the list of supra-cluster, cluster and general hospitals of the capable network was agreed and approved. Currently, 19 institutions are included in the capable network in 562 regions, of which 123 are supercluster, 157 are cluster and 282 are general institutions.
Viktor Lyashko did not provide details regarding the financing of these measures for the transfer of functions.
He also said that the Central MSEK is planned to be liquidated by October 27.
"By the end of this week, we will adopt the order of the Cabinet of Ministers of Ukraine, which will liquidate the central MSEK in our country. We prepared for this by strengthening the material and technical base of the subordinate institute in the city of Dnipro. Since we saw that the central MSEK was only a visual examination, then people were sent to clinical bases in Dnipro and Vinnytsia," — emphasized Lyashko.
In addition, Viktor Lyashko announced that the heads of the Central Medical and Social Expert Commission of the Ministry of Health of Ukraine, the Ukrainian State Research Institute of Medical and Social Disability Problems of the Ministry of Health, the Research Institute of Rehabilitation of Persons with Disabilities of the Vinnytsia National Medical University named after Pirogov, and employees of the Ministry of Defense were dismissed of health, who were responsible for this direction.
