In a letter of intent to the IMF leadership, the Ukrainian authorities allow a gradual increase in utility tariffs for the population during the war. Tariffs in the post-war period will also increase. About this testifies Memorandum with the IMF.
"Potential reform measures, as soon as conditions permit, include additional gradual tariff increases (taking into account the new tariff methodology and wartime social considerations)," - it is noted in the document.
Ukrainian officials are also waiting "external financing and provision of transparent and exclusive direct budget support to energy state enterprises in anticipation of available budget resources."
After the end of the war, the reform agenda in the energy sector, in particular, will require the restoration and strengthening of competition in the wholesale and retail gas markets.
The updated Memorandum with the IMF was signed by President of Ukraine Volodymyr Zelenskyi, Prime Minister Denys Shmyhal, Minister of Finance Serhiy Marchenko and Head of the NBU Andriy Pishnyi. The document contains voluntary commitments of the country's authorities to take certain steps.
