It was prepared by the Ministry of Social Policy resolution of the Cabinet of Ministers regarding the implementation of an experimental project on the introduction of basic social assistance for the most vulnerable sections of the population.
The project envisages the provision of basic social assistance as the main tool for overcoming poverty and supporting people in difficult life circumstances.
The benefit will be calculated as the difference between the total income of the family and the basic amount, which is 4 hryvnias per family member.
The total amount of the basic allowance for the family will be determined as follows: for the first family member (authorized representative) — 100% of the basic amount, and for each subsequent member — 70% of this amount.
Who will receive assistance
Basic social assistance will be provided solely at the request of the recipient and will not cancel the right to other types of state support.
Family members who receive the following types of assistance can apply:
- state assistance to low-income families;
- child support for single mothers;
- assistance to large families;
- temporary assistance to children whose parents avoid paying alimony;
- assistance for internally displaced persons;
- social assistance to persons who do not have the right to a pension and people with disabilities.
For pensioners, the amount of basic social assistance will depend on their insurance experience:
- less than 10 years — 53% of the basic value;
- 10-20 years — 62%;
- 20-30 years — 70%;
- over 30 years — 88%.
Basic social assistance will not be awarded if
There are able-bodied persons in the family who have reached the age of 18, but do not work, do not study full-time, do not engage in entrepreneurial activities, do not undergo military service and are not registered at the employment center as unemployed for more than 3 months during the period under consideration . There are exceptions for:
- persons who pay a single social contribution for at least 3 months;
- persons who take care of children, sick people or people with disabilities and provide social services;
- people who have lost their ability to work or for whom the employer does not pay the contribution due to debts;
- those who are already of retirement age, but do not have seniority for a pension.
In the last year, someone in the family has acquired property or made a purchase worth more than 100 hryvnias (land, apartment, transport, securities, etc.), with the exception of medical, educational and communal services.
There are more than 100 hryvnias or bonds for the same amount in the family's bank accounts.
The family has a second apartment or house, apart from the home, which:
- located in the territories where hostilities are taking place;
- destroyed due to war or declared uninhabitable;
- belongs to an orphan or a child deprived of parental care;
- is in a dormitory or on partial ownership;
- was inherited, but not rented out.
The family owns more than one car that is less than 15 years old (except moped and trailer). An exception is a car received for free or on preferential terms through social services.
Basic assistance will still be awarded if the family is raising 3 or more children under the age of 18 (or under 23 if they are studying full-time), and they have a second apartment, but its total area does not exceed 13,65 square meters. m per family member.
The experimental project with payments of basic social assistance should be implemented by December 31, 2026.
