Ukraine is preparing changes that should bring the housing rental market out of the "shadow" and ensure transparency of real estate services, the press service reports. The Verkhovna Rada Apparatus.
According to Olena Shulyak, MP and Chairwoman of the State Power Committee, there is a gap in the market between professional realtors and unscrupulous intermediaries who often receive a commission without actually providing the service. This leads to public outrage and discredits the profession.
"We record numerous cases where individuals who position themselves as realtors act dishonestly and fail to fulfill their duties: they do not demonstrate objects, do not check documents, but only receive payment for what the client independently found on online platforms. Such practices cause justified concern and discredit the professional community of realtors who provide high-quality and professional services," — Shulyak noted.
She also noted that the housing rental market is currently in a deep "shadow". Only about 900 people across Ukraine have officially declared rental income. The main reason is the high level of taxation. Homeowners pay about 23% of the income received, which hinders the legalization of the market.
It is expected that the planned bill will provide for a significant reduction in the tax burden for owners of rental housing, which will stimulate the legalization of relevant income. As well as the introduction of transparent rules for real estate activities and the protection of citizens' rights and raising professional standards in the market.
