Governor of the National Bank of Ukraine Andriy Pyshny informedthat the regulator may lift the limit on card-to-card transfers of 150 thousand hryvnias in one or two months.
According to him, this limit alone is not capable of solving the problem of drops, so a set of measures is needed, including changes to the legislation.
Pyshny noted that one of the measures is the introduction of a special registry that will help identify drops. Its development is ongoing.
In addition, in his opinion, banks should improve their own internal control systems and apply a risk-based approach based on the principle of “know your customer.” There would be no drops if banks properly investigated the client’s profile during onboarding and took into account his transaction history, notes Pyshny.
"On February 1, a memorandum came into force, according to which banks defined the appropriate procedure for checking clients. We will see in a month or two how the updated processes will work. If they are effective, the NBU, as promised, will cancel the UAH 150 limit for card transfers," – added the head of the National Bank.
As previously reported, on December 10, the Independent Association of Banks of Ukraine, the Association of Ukrainian Banks, JSC Oschadbank, JSC Raiffeisen Bank, JSC CB PrivatBank, JSC UNIVERSAL BANK and others signed a Memorandum on ensuring transparency in the functioning of the banking payment services market.
Clients who plan to make transfers above the established limit will be required to provide the bank with documentary proof of income when establishing a business relationship or planning to make transfers.
